Down on the foundry floor all the Saviors have gathered. Negan asks Carl to hold Lucille, and he then tells everybody present that what they are about to witness isn't going to be pleasant and didn't even have to happen but he cannot ignore the rules. "Why?" asks Negan. All the Saviors reply in unison "The Rules Keep Us Alive!". Mercer and Juanita have just had sex, with Juanita joyfully exclaiming that it was the best sex she ever had. Juanita asks whether their relationship is casual or something more. Mercer says he likes to listen to Juanita talk and answers that it's something more, as casual isn't really his style, much to Juanita's joy. The two kiss. Juanita is thankful to have left Pittsburgh, and thinks her life has been getting better every day since then. At the Hilltop, Maggie and Brianna watch Hershel play. Maggie is worried, so Brianna asks why she didn't go with the expedition. Maggie explains that she doesn't want to be away from Hershel that long. Brianna tries to reassure Maggie, and tells her to trust her men. Maggie replies that it is Pamela that she doesn't trust, and wonders if she should have sent their whole army instead of just one expedition. Brianna tells her that she should do it if she feels like she should.

Eugene reveals that he understands the fact that the Whisperers have a massive advantage over them as they do have an entire herd under their control. But Eugene points out that they, too, have an even bigger advantage over Alpha: they have her daughter. At his house, Eugene is sitting on a couch after a bad night of sleep. Rosita tells him she's sorry and he asks if it isn't his. She replies that she didn't love him and he didn't love her, and that it was stupid. It is revealed that Rosita cheated on Eugene and is pregnant with this person's baby, although Eugene agrees to raise the baby as his own child, and that no one will know. A Savior named Carson appears to greet Negan home and explains there has been a situation with a girl called Amber while he has been away. Negan tells Carson to find a guy named Mark and to keep tabs on him, and he will speak with Amber himself.Paul and Michonne have got themselves in trouble as they attempt to take out the undead in and around the Hilltop; in an attempt to move one of The Kingdom's buses in front of the broken wall. As Paul distracts the roamers to him, Michonne escapes and Eugene, with the other survivors, appear. The two devise a plan to take out the roamers as Paul leads them on. Abraham goes to see Eugene, who begins planning to create more bullets for everyone. Abraham asks how Rosita is doing. Eugene tells him that she's fine and she doesn't want to see him, implying that they are in a relationship. After Abraham leaves, Rosita tells Eugene that she and him are not together. A Whisperer accuses Lydia of being a traitor and she tells him she doesn't want to live like an animal before killing him. A worried Sophia asks Brianna about Carl's whereabouts, and she tells her that he helped her and Johnny out before apologizing. A story featuring The Governor in his early days as the leader of Woodbury, as well as the fate of Scott Moon. Vincent arrives at the Sanctuary, trying to persuade The Saviors to fight with them. Tara, John, and Sherry disagree before asking him to go, but tell him to leave the horse behind.

Stephanie wonders if the herd followed them, but Eugene doesn't think so, since they were quiet and the herd didn't see them, deducing that this herd must have been attracted by whatever produced the smoke cloud they had been observing. Eugene and Stephanie are still fixing the train when they finally notice the herd is upon them. Stephanie wants to run, but Eugene realizes they're surrounded, so the pair barricade themselves inside the train instead. Inside, Stephanie starts to cry in panic, since she's never seen so many roamers and believes they're both going to die. Eugene assures her he won't let that happen. Inside a house, Magna and the group discuss how the safe-zone is; debating whether or not they should trust them. Magna tries to remain optimistic about their new home but notes that when something is too good to be true... it usually is. She finishes off saying they'll find what Alexandria is hiding. The group continues their lives, and Lori's baby is born, until the Governor arrives at the prison, ready for a battle. At the Hilltop, Carl introduces himself to Joshua. He asks if Joshua's parents are inside with Maggie, and Joshua confirms, saying that she's making sure they're not too crazy to live at the Hilltop. Joshua reassures Carl that they never liked the Whisperers, and were simply scared. Carl is happy to hear that Joshua and his parents aren't crazy, and offers to show Joshua around. Joshua states that he likes it at the Hilltop, and wants to stay. He asks if it's safe at the community, to which Carl replies that it is most of the time.
