The two men try to persuade Plarr to help in a plot to kidnap the American ambassador, who is due to visit the district, and to exchange him for political prisoners held in Paraguay. Plarr initially refuses, but reluctantly agrees when Leon tells him that his father is one of the prisoners. Plarr gives Leon details of the ambassador's itinerary which he obtains from Fortnum. He also gives him some morphine to be used to pacify the ambassador.

The kidnapping is planned for the day of the ambassador's visit to a nearby waterfall. His party sets out in two cars, with Fortnum driving the first car, the ambassador in the passenger seat. The rest of the party follows in a second car. The kidnappers' first attempt to intercept the cars fails when they get held up by a military convoy. A second, apparently successful, attempt is made on the return journey. The intellectual conversations at Clara’s (former) brothel between Plarr and local writer Doctor Saavedra are amusing - and Saavedra comes off as a joke, a man obsessed with machismo - until we see that he lives in poverty and Plarr gives him grudging respect for devoting his life to literature. Greene’s idea of Argentine machismo is accurate in its knife fights but also seems mixed up with the Mexican version which is more pervasive than the Argentine one. The characters are as only Greene could create - hilarious and heartbreaking, banal and so beautiful. Eduardo’s interactions with these folks, and his sardonic observations of them, are marvelous. Noting the poor furnishings of a fellow (not immediately terminal) Englishman: First handicap is the casting of Richard Gere as the dispirited Englishman. Actor’s accent only manages to stay on course when his lines consist of five words or less. Acting honors easily fall to Michael Caine as the small-time, dipsomaniacal diplomat. Character in the book was in his 60s, but Caine proves an ideal choice. Bob Hoskins registers strongly as a heartless but engaging South American police chief.

Once the inevitable death has happened, the emotional tone shifts from fear and resignation to sorrow and tenderness. Masterfully set up, masterly resolved. This is, as is more often than not the case with Green at his best – powerful and compelling. Whilst not perhaps quite up there with classic Graham Greene (‘End of the Affair, Power and the Glory, Heart of the Matter’) it is very close. In ‘star vehicle’ terms, we assume that Eduardo Plarr’s love for Clara is real, so when the doctor blurts out that he doesn’t love her, that she’s just a conquest, it just seems wrong. We think that maybe he’s lying, to gain some advantage with Charley’s kidnappers. Eduardo’s selfless gesture at the end therefore carries no weight, and comes off as stupidity — that he thinks for a moment he can publicly appeal to Colonel Perez, and get a positive response. The movie was filmed on location in Veracruz, Mexico and Mexico City, and at the Shepperton Studios in Surrey, England. Alcohol is an important part of all of Greene's novels. These characters who look with fear and despair at the future have no other crutch except alcohol. I have often felt like pouring a few drinks while reading Greene novels. Alcohol is more like Greene's fantasy rather than social commentary.
