Hugo is a kind and gentle engine. He loves to be useful, but is also a bit sensitive. This was shown when his feelings were hurt by the other engines ostracising him, out of fear that his kind would replace them; but they soon saw that they were wrong and apologised to him. In 2016, Hugo made his debut in the twentieth series of Thomas & Friends in the episode, Engine of the Future. The first time Jules de Jongh voices Caitlin instead of Rebecca O'Mara, making this the first episode since the fourteenth series episode Being Percy to have Jules de Jongh as part of the UK voice cast.

Sir Handel's last speaking role until the twenty-fourth series episode, The Great Little Railway Show, as well as Mr. Percival's last appearance in an episode until the same episode. Fortunately, Hugo assures everyone that he will find a different location to sleep at, so he moves away.This marks Hugo's last appearance in an episode and speaking role, with his last appearance overall being Journey Beyond Sodor. Thomas says that he sometimes wished and dreamed that he could fly, which is a reference to the nineteenth series episode, The Other Side of the Mountain. The Schienenzeppelin was rebuilt several times during its short career; Hugo is based on its appearance "as-built".

In 2009, the series introduced Computer-Generated Imagery (CGI) as a replacement for the show's long-standing live-action models. In 2016, Hugo was created from scratch in CGI by Arc Productions for the twentieth series. The model was "hand-sculpted" in Maya, a 3D animation and modelling software. Caitlin's last speaking role until the twenty-third series double-length episode, Steam Team to the Rescue. He would later see a real Zeppelin in the sky and felt upset that he could not fly like it. He followed it all over the island and was so keen on flying that he forgot to turn off his propeller upon entering Knapford's platform. Sir Topham Hatt explained that he is a rail Zeppelin meant to travel on the rails and not in the sky. Hugo was the last new Wooden Railway character ever produced before Wooden Railway's revival in 2021. At Knapford Station, James and Percy are believing rumours that Hugo is not really an engine. The Fat Controller asks Thomas to take him to Ulfstead Castle to find Hugo, which he does, with Percy, James, and Philip making up excuses to go see the engine as well. When they arrive, the Fat Controller can hardly believe what he is seeing. Although, he decides to ride him too. When Hugo starts up, Thomas and Stephen believe that he is amazing.
