[94] During the referendum campaign, Mordaunt said the United Kingdom did not have a veto to Turkey joining the European Union. [95] Given this is a provision of the Treaty on European Union, Mordaunt was accused of 'lying' over the matter. [96] [97] When challenged about her claim, Mordaunt said: "There is a provision for a veto but we could not have used it because David Cameron gave an undertaking that he would support their accession and having given that undertaking to a NATO country, he would not have been able to walk away." She is well ahead of the curve and is acutely aware that a future economy needs an economic policy framework that is rooted in production, work, and localism instead of finance, consumerism, and globalism. In a co-authored book one can’t be sure who has written what. Mordaunt’s collaborator is Chris Lewis, an international communications strategist who has worked with such great and good people whose praise adorns this book. One of his competitors describes him as “the real deal… a charismatic and successful influencer and businessman with offices around the world”. One suspects, from Mordaunt’s pronouncements so far, that many of the book’s ideas are his. The first reaction to finding out Penny Mordaunt was well ahead in the polls and the favourite to win the leadership contest – ‘who again?’ – has passed. But after reading a little of her work, I am now convinced that Penny Mordaunt would make a great leader – of the Labour party. For the Conservatives, she would be a complete disaster.

On the positive side – having been optimistic about combating climate change, because renewables are plentiful – Mordaunt highlights what she believes will be rare instead: “The new scarcities in an age of values will be consistency, trust, justice, accountability, altruism, reliability, and nobility of cause and purpose.” All these are vital to her vision of Britain, which she feels (like most Conservatives) is a great country whose “brand” is “trusted”. It has an ethos of “service” and if this is to flourish then the people and not the state must take charge.

Although written long before Boris Johnson’s defenestration, the book reads like a condemnation of his way of governing. The authors quote Heraclitus: “If your character is selfish, you may have few friends.” Also, “character is destiny”. The authors offer the aphorism that “real leadership is not about being the centre of attention”. They observe that “humility is an important quality” in a leader and that “competency matters”. They add that a key attribute is not how one soaks up praise but how one “endures pillory”.
