Radiant Eevee has been revealed, it's going to be part of the Pokémon GO Premium Collection—Radiant Eevee here, and part of the main set in Japan. Espeon and Umbreon can be obtained by walking 10km with Eevee as your buddy and evolving it during the day (for Espeon) or night (for Umbreon). This is determined by local time, and GPS signal is required.

Eevee must be set as a buddy before the evolution.
