In the new expansion, whenever a bounty is placed on another player’s character the player who revealed that bounty can enter into combat with the targeted player to gain the associated rewards.

This card proposes a situation, and you must conquer said situation or pay the price. You will never end this three-step process without an encounter, so don’t try to weasel your way out.
