In the second CG Care Bears video, Grumpy Bear is among the residents of Care-a-Lot who welcome their new neighbors, Me Bear, Messy Bear, and Too Loud Bear to the community. Later in the film, when the new bears abuse the power of Wish Bear's wishing star Twinkers, their greed eventually becomes too severe and Care-a-Lot begins to fall apart at the seems. It's up to the Care Bears, including Grumpy, to rebuild it in the aftermath. Cheer Bear and Tenderheart Bear were the first two Care Bears to be made into stuffed animals at Build-a-Bear Workshop.

Grumpy is a practitioner of "tough love", taking a more straight-forward approach to solving problems, and isn't afraid to tell it like it is. His special talent is building and fixing machines and is responsible for many of the fantastic devices that the bears use on a regular basis. Anytime any other Care Bear calls him in the middle of his work, he bumps his head by accident. He also once built a functioning robot, Cubot, with Bright Heart Raccoon.

Cheer Bear's appearance for this series featured her with peach-orange fur with a much more complex rainbow tummy symbol that depicted two oceans and two fish. present: Cheer Bear is a very happy Care Bear who helps others see the bright side of life. In Say What?, after Cheer loses her voice after speaking into a flower, Grumpy also ends up losing his voice as well. In Out of the Cheer Zone, when the other Care Bears are on a mission to sort out a beacon, Cheer gets really distracted on setting up an antenna when Dibble's two friends Fin and Gibbie join her, and she has to try and babysit those Whiffles and do her job at the same time. It gets too much for her when she accidently makes the young Whiffles cry after not allowing them to play.This irritable bear is easily identified by his dark blue fur and storm cloud Belly badge with a few hearts for some of the raindrops. In Present and Accounted For, she and Love-a-Lot Bear have a temporary falling out when Cheer's gift basket that she made for Love-a-Lot's birthday gets stolen. While Love-a-Lot believes Cheer forgot about her party, Cheer instead thinks her friend took the basket without saying thanks. The two patch things up after learning not to jump to conclusions. In If it's Broke, Fix It, Grumpy is trying to create something, but when Dibble keeps acting all cheerful and happy while she's helping him, he decides that Dibble can't work with him anymore, making the little Whiffle sad.

After rigging together the device with some odds and ends, the two are able to teleport to Earth and join their comrades in a stand-off against The Spirit and are able to seal her away in the end. In The Night the Stars Went Out, she is seen among the many Care Bears who team up against a new villain, Strato Nefarious when he begins to steal the stars from the sky so he can use their light to read his sheet music, and helps take him down with a Care Bear Stare. Grumpy is one of the few remaining bears who must mount a rescue mission along with two children named John and Dawn. When the team arrives in Dark Heart's lair, they are joined by Christy who laments her actions and helps the rest of the crew to get the evil shape-shifter to care. When Share Bear travels to the fabled home of Princess Starglo, said to be the one who turns baby twinklets into full-grown wishing stars, she finds it less hospitable than the stories suggest. As Starglo denies her request to help her young star friend grow, she reveals that she is dismantling her entire operation since no one believes in her anymore. While Share tries to get her to change her mind, a group of bears, including Cheer travel to Starglo's home to look for her, and end up using a Care Bear Stare to change her outlook on the situation and make stars again.Anniversary: Grumpy Bear is a bit of a grouch. But his grumpiness reminds us that an occasional grouchy mood is all right - as long as it doesn't last too long. In Mayor for a Day, Professor Coldheart rigs a children's contest to become mayor of a town called Abbotsville for a day, Cheer Bear, along with other Care Bears and some local children team up to stop his reign of terror. Her belly badge gives her the power to create tangible rainbows, which can be used to help her solve any problems she may be facing, although this method is generally only used as a last resort.
