In August 2016 Khatumo state commenced peace talks with Somaliland. [8] [9] The talks, however, caused a major disagreement between the president and vice-president of the administration, Ali Khalif Galaydh and Abdulle Agalule respectively, which eventually produced two separate administrations that both claimed to be the legitimate government. Khatumo State (Somali: Khaatumo; Arabic: ولاية خاتمة, romanized: wilāyat khātimah), officially the Khatumo State of Somalia (Somali: Dowlad Goboleedka Khaatumo ee Soomaaliya), was a successor to the SSC Movement. Centred on the Sool, Sanaag regions and the Buuhoodle district of Togdheer region, its leaders declared the territory an autonomous state in 2012. By 2015 the state ceased to function and on 20 October 2017 in Aynaba, an agreement was signed between Khatumo President and the Somaliland government which stipulated the amendment of Somaliland's constitution and to re-integrate the territory into Somaliland. However, Vice President Khatumo expressed his disagreement with the agreement and remains actively opposed to Somaliland. The Somali people and the international community are aware that the SSC-Khaatumo regions have suffered numerous difficulties over the past 15 years due to the presence of the separatist administration of Somaliland. These difficulties have arisen from the “Blue Uprising” in which the people of these regions have stood up against the separatist aspirations of Somaliland, hoisting the blue Somali flag without hesitation. They have resisted the agendas of violence targeting prominent citizens, the economic sanctions that prevent the presence of development agencies in these regions, the violation of their civil rights, freedom, and pursuit of happiness.
